Union Comm Supports APEC Tech for Good Workshop in Shenzhen, China

Union Communications Hong Kong Limited (“Union Comm”) was pleased to support the successful completion of the APEC Tech for Good Workshop, an APEC project held from July 8 to 10, 2026, in Shenzhen, China.

Organized by the Beijing International Exchange Association (https://www.bjexchange.cn), the workshop (https://pdb.apec.org/Lists/Proposals/DispForm.aspx?ID=6944) brought together policymakers, researchers, international organizations, technology practitioners, business representatives, civil society actors, and youth participants from over 17 APEC economies, to explore how technology can contribute to inclusive growth, ethical development, sustainability, social impact, and regional cooperation.

Speakers and participants included experts from institutions such as the Ministry of Science and Technology of China, the APEC Policy Partnership on Science, Technology and Innovation, the APEC Policy Support Unit, the UN Working Group on Business and Human Rights, the Science and Technology Policy Institute of Korea, Tech Diplomacy Global Institute, leading universities, technology companies, and social impact organizations across the region.

Over the three-day programme, participants exchanged views on a wide range of topics, including responsible AI, digital inclusion, algorithmic governance, accessible design, green and climate-smart transformation, technology standards, women’s participation in technology, and the role of emerging technologies in supporting resilient and inclusive communities. The programme also included site visits in Shenzhen, allowing participants to better understand how technology is being applied in real-world industrial, urban, energy, and public-service scenarios.

As part of the project, Union Comm supported the research, case study development, and content preparation for the APEC Tech for Good Report and the Shenzhen Tech for Good Framework. The report explores practical Tech for Good cases across APEC economies, covering five key areas: Digital and AI Enabling Infrastructure; Digital Trade and Resilient Value Chains; Green and Climate-Smart Transformation; Smart and Resilient Communities; and Human Capital, Skills and Inclusive Participation.

The Shenzhen Tech for Good Framework was developed as a voluntary, non-binding, and evolving reference for discussion. Drawing on Shenzhen’s strengths as a technology innovation hub, the framework seeks to explore how cities and economies can translate technology capabilities into social value, inclusive development, and practical regional cooperation.

Sam Han, partner of Union Comm, shared the preliminary findings of the case study report during the workshop. He noted that Tech for Good should not be understood only as a technology agenda, but also as a development agenda.

“Technology becomes truly meaningful when it helps people, communities, small businesses, and underserved groups solve real problems. Through the APEC Tech for Good Report, we hope to show that the Asia-Pacific region already has many practical, scalable, and inspiring examples of technology serving public value,” said Sam Han. “Shenzhen provides an important setting for this discussion. It is not only a city of innovation, but also a city where many technologies can be tested, applied, and connected with broader regional cooperation.”

Union Comm also supported youth engagement during the workshop by inviting young participants from Shenzhen and Hong Kong to attend the event. Through direct exposure to an APEC project, the initiative aimed to help young people broaden their international horizons, deepen their understanding of public affairs and regional cooperation, and gain first-hand experience of how multilateral dialogue and policy projects are developed in practice.

Union Comm believes that such engagement is particularly meaningful for young people in the Guangdong-Hong Kong-Macao Greater Bay Area. By observing discussions among experts, policymakers, and practitioners from different economies, young participants were able to better understand the role of APEC, the importance of cross-border cooperation, and the opportunities for cities such as Shenzhen and Hong Kong to contribute to inclusive and sustainable development.

The successful completion of the workshop marked another important milestone in Union Comm’s continued work in APEC-related research, policy advocacy, international communication, and Tech for Good case development. Union Comm will continue to support cities, enterprises, research institutions, and community stakeholders in transforming regional cooperation opportunities into lasting social and developmental impact.
